1. Bosnia and Herzegovina, and Federation of Bosnia and Herzegovina, through subsidiary agreement with Bosnia and Herzegovina, has received financing from the World Bank toward the cost of the Health Systems Improvement Project (HSIP), and intends to apply part of the proceeds toward payments under the contract for Transplatation medicine – media campaign.
2. The Federal Ministry of Health now invites sealed Bids from eligible Bidders to conduct a Media Campaign and Communications to Strengthen the Organ Donor System in the Federation of Bosnia and Herzegovina. The media campaign shall span a total duration of 4 months (120 days), split into two operational phases of two months (60 days) each. To maximize public reach and ensure sufficient technical exposure, each phase will consist of a continuous 60-day campaign deployment (incorporating both high-intensity broadcasting slots and sustained digital marketing outputs).
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Federal Ministry of Health, HSIP Project Implementation Team (PIT), Mr. Nedim Džafo and Ms. Iva Vidović, email: nedim.dzafo@fmz.gov.ba; iva.vidovic@fmz.gov.ba and inspect the bidding document during office hours from 10:00 to 13:00 hours at the address given below.
5. The bidding document in English may be provided in electronic copy to all interested eligible Bidders upon the submission of a written application to the address below. Interested Bidders are requested to provide the following details under application: full name of the company, address, contact details (phone number, and email address). The document will be sent via an email.
6. Bids must be delivered to the address below on or before 20.08.2026. 11:00 hours local time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 20.08.2026. 11:15 hours local time.
7. All Bids must be accompanied by a Bid-Securing Declaration.
